Palestinian Prime Minister Mohammad Mustafa announced a major plan to restore and reconstruct the Gaza Strip in three phases over the next five years with a total budget of US$67 billion. During a press conference in Ramallah on Thursday (10/16/2025), Mustafa explained that this plan was developed in collaboration with experts from Arab countries and international institutions to rebuild Gaza after two years of Israeli military attacks that destroyed the region.

The first phase of the plan will last six months and focus on meeting urgent humanitarian needs and repairing basic infrastructure. The budget for this phase is estimated at US$3.5 billion. The second phase will last three years and cost around US$30 billion, while the third phase will focus on long-term recovery and full reconstruction.

Mustafa said that talks with international partners are still ongoing to secure funding for the project. He also insisted that Israel must withdraw from Gaza, open all border crossings, and allow the entry of aid and reconstruction materials. A major conference on the Gaza reconstruction plan is scheduled to be held in Egypt after the end of the conflict.

In addition, Mustafa rejected any outside interference or conditions regarding who would rule Gaza after the war. He emphasized that the Palestinian Authority was ready to take back control of the territory when the situation allowed. According to him, there would be no internal divisions on this issue, as Gaza remained part of the State of Palestine.

The second phase of negotiations for a ceasefire agreement between Israel and Hamas will begin in the near future. Hamas is demanding a complete end to the war, the withdrawal of Israeli forces, and the right to retain its weapons. The first phase of the agreement, mediated through a proposal by US President Donald Trump, has been previously approved and includes the exchange of hostages and a plan to rebuild Gaza. Since October 2023, Israeli attacks have killed nearly 68,000 Palestinians and left widespread destruction in the Gaza Strip.
