On September 23, 2025, US President Donald Trump submitted a 21-point peace plan to a number of Muslim leaders during a closed-door meeting on the sidelines of the UN General Assembly in New York. The plan includes a permanent end to the war in Gaza, the formation of an international force in the region, and guarantees that there will be no forced expulsions of Palestinians. One of the key points is the simultaneous release of all hostages and the gradual withdrawal of Israeli forces until they have completely withdrawn after the international force has been deployed.

The proposal also suggests the establishment of an international supervisory body that will assist the Palestinian committee in running the interim government in Gaza, without involving Hamas. The Palestinian Authority is said to have a role, although Arab and Muslim countries are pushing for this role to be expanded. However, Israeli Prime Minister Benjamin Netanyahu firmly rejected the involvement of the Palestinian Authority and stated that Israel has no plans to end its military operations in Gaza.

This peace plan is noteworthy because it explicitly rejects the forced displacement of Palestinians, unlike the “Gaza Riviera” idea previously proposed by Trump during his previous term. The meeting, attended by leaders from Turkey, Qatar, Saudi Arabia, Egypt, Pakistan, Jordan, Indonesia, and the United Arab Emirates, was deemed productive by Turkish President Recep Tayyip Erdogan, although Israel has not yet made an official statement regarding the proposal.

Hamas itself had previously accepted several ceasefire offers, but all of them were rejected by Israel. Palestinian President Mahmoud Abbas expressed his readiness to enter Gaza and implement this peace plan. The latest data shows that there are still 48 hostages in Gaza, with around 20 believed to be alive, and their release is a key condition for the success of this plan.

Apart from the issue of Gaza, Trump also emphasized his rejection of Israel's annexation of the West Bank. This statement has attracted attention because part of the region is already under de facto Israeli control, while US officials have often been seen as turning a blind eye to this situation. However, reports say that Israel still has the potential to annex the Jordan Valley in response to growing international support for Palestinian independence.

Thus, Trump's peace plan seeks to combine an end to the conflict, the formation of a stabilization force, and a framework for temporary governance in Gaza. However, Israel's rejection and the unclear implementation mechanism mean that the future of this proposal remains uncertain.
